Kumazawa Jiro is a serious civil servant working at the tax office. One day, Kumazawa falls for a clever scam planned by the genius conman Himuro Makoto and is cheated out of a large sum of money. With the help of his best friend, a detective, Kumazawa tracks down Himuro, but Himuro, who has given up, says, "I'll scam the powerful people you're chasing and collect the 1 billion yen you evaded in taxes. So let me go." Kumazawa is conflicted about not being an accomplice to a crime, but he decides to team up with Himuro for a "certain revenge" that he himself has. The two team up and gather a group of eccentric outlaws to form the Angry Squad, a group of con artists. They take on a grand tax collection mission.
